My dogs new aggression.

Hello, I have a pitbull who I have had for about a year now. He came from the pound, so he was skittish at first and stuff . The vets say he's about 2.5 or 3 years old. So I had gotten him when he was about 1.5 years old or 2. Anywase the thing I'm trying to get advice on is , that the whole time I had him he's never been aggressive to a human ever and got in one fight with my friends pitbull along time ago (close to the time I got him). But as of lately ( 3 months ago and up to now) he's been very dog aggressive . If he sees a dog walking by my house , he will literally run full speed to them barking and growling , and if they run away or back off he will leave them , but If I don't get their in time and the dog doesn't back down to him he will attack! Them and I have to get involved in a scary mess to break it up. Keep in mind my neiborhood has a lot of big dog breeds (pitbulls, rotties, German sheppards, bulldogs , Etc.) so he's got into these little fights probably like 5 times in the last 3 months and like 10 growl battles. I don't have a fence in the front yard or back. All I have is a chain and some of these outsider dogs will literally come into his range just to fight or growl . What I'm getting at is why does he do this all of a sudden? He normally like 4 months ago would not care at all about other dogs and if he did he would try to make friends not fight?! I'm confused he's half pitbull and half english bulldog. Also the pound did a mandatory neuter on him so he's been fixed the entire time I've had him.
