April Irving: puppy mill scumbag

This is absolutely f'in disturbing. In 2010 April Irving had 83 neglected dogs seized from her property near Leslie, Saskatchewan. That included 5 litters of puppies. In 2012 she was ultimately found guilty in provincial court of animal neglect, charged $5000 and restricted from owning more than 2 dogs at one time. So what is a $#@! puppy mill to do about such a restriction? Looks like the answer is move to a different province so the restriction has no teeth:
