is my dog vicious or dangerous?

Hi I'm new.so I have my dog hoss he is wonderful. He doesn't bark at people on bike or other dogs.random kids can come up and pet him.he is great with my children, doesn't jump on us when excited. The kids from the nieborhood come and jump on the trampoline and he is fine.iam very happy with him.my niebor has this blower that she uses and it drive my dog nuts.he is fine when iam around but when iam at work my wife said he runs up and down the fence line and barks and jump up against the fence.my niebor said her life is in danger and that my dog is viscious.she said he is gonna nock down the fence and attack her.i don't think it will happen it's a 6 foot fence.she said he needs to be tied up all the time .I am looking into getting a kennel for him.she gave me a paper that said the definition of a dangerous and viscious dog and called me a lowlife for having a pitbull.is my dog considered dangerous or viscous because he hates the sound of the blower? I know he is not barking at her.she said she is gonna call the law on me.please i need some good advise.my dog is a big part of the family. Especially my four year old son.thanks in advance
