Breed identification

Hey everyone. If anyone happens to have information, or links to information on how local cities identify dogs, especially "Pit bulls"? I had been involved with attempting to have our law changed, but nothing ever happened. There is a new group of people now, but I am not doing it anymore, at least cgoing to the meetings, writing leters, etc but i'll share my past experience and whatever information I can find. I know that most times when dogs bite, the breed is determined either by animal control or whoever was bit saying "it was a pit bull". Are there any articles or anything on BSL and breed identification? Hope that made sense
