Behavioral issues with Adore

Since I've been home I've been spending a lot of time trying to work on Adore's behavior.

Some background: I took over ownership of Adore after her owners could no longer keep her and had no way to get her to their relative out of the country. She had been boarding at my job for awhile while they were away and she had so much pent up energy. She settled in with Adonis immediately, it was like they were meant to be together. Her play style is fast paced, running, tackling and general rough housing. Not a problem because Adonis has no trouble keeping up and will even out last her, even though she still has lots of energy.

Walking is always a hassle with her, she never stops pulling. Even when she's tired at the end of our walks she still pulls, I've tried correction collars but she pulls until the collar is choking her and she's turning purple. This was also a huge problem while she was boarding. Using her harness is even worse because there's nothing slowing her down. She's super strong for her size and her pulling at full strength is problematic.

She's super leash reactive, pulling, whining, hackles up. I'm not sure if it's aggressive because a dachshund decided he wanted to get in her face anyway and they just sniffed each other and she tried to lie down with him. We've had a recent increase in the number of loose dogs in my neighborhood and ever since Adore was attacked by two of my neighbor's dogs my anxiety has sky rocketed. I took her for a walk yesterday and a couple of dogs, a cane corso and a husky, decided they wanted to watch us and bark like crazy standing at the top of their fence. The cane corso looked eerily similar to the dog that attacked Adore. I nearly had a panic attack, Adore was being reactive trying to get at them and I was trying to get as far away as possible before they decided to come over the fence. Those weren't the only dogs we encountered, unfortunately most of them were loose small dogs with little dog syndrome. I've since decided that walking in our neighborhood isn't safe anymore.

I'd love to get her into a sport like lure coursing or weight pull. She'd be great at both but since I'm not here most of the year I don't know how to get her into it.

Questions: How do I work on the pulling if she starts as soon as I get out of the gate?

How do I get her drive up? She only wants toys when Adonis has them and I don't allow that unless Adonis instigates play.

What sort of exercise will work for a dog like her? Walking is too difficult, playing with Adonis is great but that doesn't tire her out completely. She has little interest in anything yet she's full of energy. All she wants is attention but I have no idea how to transfer that to playing games like tug and fetch.

She'll be one in January so if her drive increases we'll be able to do heavier exercises soon. Once I've gone back to school my brother in law will be working with her so she won't just be sitting around. He has an amazingly drivey dog and although I don't agree with all of his ideas he's the only person I know that knows how important it's going to be to work with her.

Any suggestions all will help and thanks in advance.
