puppy won't walk when outside

Hello,

i have a 8 week old puppy that i picked up 2 days ago. He has been getting lots of attention, and i haven't really left his side yet, and he's willing to play with anyone he meets instantly, and seems to be doing well.



But when i try taking him on walks he will stop, pretty much within a couple feet of leaving. He sit, refuse to move, and making small occasional crying noises. I don't want to try dragging him because i feel like i shouldn't do that obviously.



I have a gated front yard where he is potty training in, and seems to be running around and exploring in more.



It has been cold outside (Chicago) so he shakes and tries hiding in my legs. But I'm starting to question if the shaking is because he is cold, or if he is scared of being outside. He does not do this indoors.



any tips to get him more excited about going on walks and exploring around the neighborhood. I was expecting him to be pulling on the leash



Also, Is 30 degrees too cold to play with him outside for a little?
