Is this acceptable behaviour or???

My sister has a dog (well technically her son's) that I recently met a few months back. The dog is a Border Collie, a breed that I have no experience with. We have regularly been going on walks together and she has told me about a few things going on with the dog. One of those things is if the dog is asleep in her bed and my brother-in-law approaches the dog to pet her or get some the dog will curl her lip up at him to warn him away, and sometimes growls. She does not wish to be disturbed. She has shown some resource guarding as well in the past with them but it does not seem to be a current problem. She is about 11 months olds. I have never had any of my dogs do this to me as they always love the attention and thrive on it. Do you think this is a breed specific thing and that is just how Border Collies are or would you try and correct it? Just curious. She can be a handful on our walks as well, always growling and barking and other dogs, people, horses, cows, etc. but when she does I think its out of frustration of not being able to run up to them. Any feedback would be appreciated as I am so not familiar with this type of dog!
