My 10 month pitbull won't stop licking or jumping on people.

I don't know what to do.

I try to snap him out to the behavior but he just don't listen.

He doesn't bite just licks excessively. But he's just always in the mood to play and gets hyper when he's see other people and try's to pull me toward them. Also barks at little children. Someone help is this normal?
