Trying to play LAT and work on leash reactivity but having issues

I've been clicker training my 8 month old female and working on LAT inside the house. She does fine. Was walking her today past a dog and she froze and was looking at him, so I clicked and tried to give her a treat and she refused it just kept looking. Do I keep clicking? How do you reinforce a LOOK when she's not accepting treats? do I not click if I know she won't take a treat? Or do I still click?



I've watched tons of LAT videos but none seem to address this specific issue oddly enough. We passed a dog, she's staring and looking but not straining. Won't accept treats, do I still click? basically.
